IRPE Consulting reflects the work of Gregory Stoup, a senior higher education strategist whose career has combined institutional effectiveness, executive leadership, statewide reform, process design, student success strategy, and institutional transformation.
Across more than three decades in higher education, his work has focused on how colleges use evidence, organize improvement, understand student outcomes, and build the conditions for durable change. That experience includes deep work in community colleges, institutional research, planning, student success, data governance, accreditation, strategic transformation, and executive decision support.
Expertise
The consulting practice brings together several strands of expertise that are often treated separately: institutional research, systems thinking, operational design, strategic planning, student success, culture of inquiry, implementation support, and community college reform. This combination allows the work to move between evidence and execution — helping leaders understand both what the data suggest and what the institution must be able to do differently for results to change.

Gregory M. Stoup
Gregory M. Stoup is a higher education strategist whose work sits at the intersection of evidence, institutional design, and durable change. Across more than three decades, he has helped colleges use evidence more wisely, organize improvement more coherently, and connect strategy to the practical conditions that shape student outcomes.

Background
Gregory’s career has included senior executive responsibility for instruction, student services, information technology, institutional effectiveness, planning, accreditation, data governance, and student success strategy.
His work has included substantial involvement with national reform efforts including Completion by Design, Achieving the Dream, Jobs for the Future, and the Aspen Institute’s College Excellence Program. He has contributed to publications in the Higher Education Journal of Research and Practice and Change Magazine, and was twice named Communicator of the Year by the RP Group. In California, he helped advance statewide policy and procedures in developmental education reform; the creation of systemwide momentum metrics; student pathway development; and methods for measuring student achievement gaps.
IRPE Consulting is Gregory’s independent advisory practice, grounded in the conviction that evidence matters most when it helps colleges redesign the conditions under which students, faculty, staff, and communities can make real progress.
